Man have I had that happen with the Hasee decals before. A couple of years ago I experienced that with the wing decals and that do do sum suckin' right there.

So, a brief update... I received the Solvaset and gave it a go.... well, lets just say these $^*@#(^ decals must be made of some special kryptonite equivalent. The Solvaset did not even budge them!!! I applied the solvent to the decals and let them sit overnight, they never even wrinkled to indicate that the stuff was working. The next day, I applied another coat and let that sit....maybe a little around the edges and that is all. I think I am going to have to go with Stik's suggestion and get a nice, new xacto blade and slice along the panel lines.

From the satin sheen those decals look like some solvent-repellent ones I had when doing my Revell 1/48 Val... It was as if those had a kind of wax on top; the decal solvent simply ran off to the edges of them with no effect at all...
