I use both acrylic pens and paints for raised letters on tires. You can use a pencil eraser with some paint smeared on a post card and them just dab the tire letters and BOOM, there ya go. I use Flymax paint pens in white. They work good, but you have to take your time and if you shake it gets prett...

The only real way to get good 'scale' correct black metallic is paint it black then add mica powder to the clear and spray that. This looks correct and you can choose the mica color you add. Silver, gold or whatever. Mica is cheap, but you need to AB it too. So there is that. Otherwise, like you sai...
