King Charles Cavalier during a day walk in the neighborhood. I quickly picke my dog up and luckily that damn dog stopped and ran back in the house due to a couple idiot owners frantically calling him back. No leash on him either. I was ready to fight him off had he jumped and attacked.
My question is aren’t postal carriers allowed to carry pepper spray on them in case of situation like this happened. I see them on my postal carrier in my neighborhood.

I do believe it is how the dogs are raised more than the breed. But, these seem to be on the forefront of attacks. Our oldest granddaughter just adopted/rescured a Blue Nose Pit that was about 6 months old. She is a sweetheart but will be big. As for the pepper spray? That doesn't always stop an animal. We had a Cocker Spaniel that went after a meter reader that did not follow his instructions by knocking first so the dog could be put up. He took the spray cannister out of his hand and we found it in the yard with severah holes in it.
To make each build less crappy than the last one. Or, put another way, "Better than the last one, not as good as the next one!"..
