Yeah the only problem is the shipping cost. I shipped one model and it cost $20 and it was a small one.

Europe/USA categories? Or potentially have a "Veto i cant afford postage" option? Im not sure, that when it starts getting pricey.
I think with the secret santa ones we all bought locally online for our respective people.
Maybe we just stick with that? And if people want to send from their own stash they can?
So it would be,
1. people share a wishlist with the mods. (wishlist must be reasonable, not just a single out of print kit thats going to cost several hundred to buy)
2. mods partner people up anonymously
3. Purchase or post from your stash something on your recipients wishlist.
4. Give a "build window" i.e kit to be built within 12 months of receipt maybe? can hash this out.
5. Progress logs like usual
6. Upon completion the sender can reveal themselves along with if they took from their own stash or bought new.
Does that sound reasonable?
